The name LEX NEGATA is derived from the Latin meaning "The Law Denied".
Our organization was founded to address a critical structural gap in adult social care: the frequent failure of public bodies to fully execute statutory duties owed to vulnerable adults, often due to financial pressures, procedural friction, or lack of legal literacy.
We work collaboratively with local authorities, NHS bodies, and care providers to identify systemic risks, audit care pathways, and rebuild assessments. Sean Hylton founded LEX NEGATA LTD following direct, lived experience of navigating judicial review proceedings within the adult social care system.
Recognising the immense legal friction, procedural complexity, and emotional exhaustion experienced by all parties during statutory challenges, Sean dedicated himself to creating a bridging service: a consultancy that translates the complex legal rulings of the Administrative Court into practical, step-by-step operational templates for local authority social workers and care coordinators.
Sean holds deep expertise in Care Act 2014 assessments, ordinary residence disputes, and Equality Act duties. His practical, practitioner-level understanding of public systems allows him to cut through administrative jargon and deliver immediate value to public sector boards.
